&lt;strong&gt;Santa Cruz City Mayor&lt;/strong&gt;&lt;br /&gt;
On Dec. 11, she handed the job of vice mayor off to incoming council member Justin Cummings. Watkins sets to work in earnest as the city&amp;rsquo;s public face and mayor this month. The 38-year-old Santa Cruz County Office of Education employee has spent two years serving on the Santa Cruz City Council. Acknowledging that as mayor, she is an equal voting member of a seven-member body, Watkins said she hopes to look to the example set by the likes of former Mayor Cynthia Chase&amp;rsquo;s &amp;ldquo;year of housing,&amp;rdquo; bringing her own &amp;ldquo;lens or interest&amp;rdquo; to the leadership role in 2019 and using the short stint to work for &amp;ldquo;institutionalized&amp;rdquo; change.&lt;br /&gt;
&lt;br /&gt;
Watkins has a leg up on her efforts, with the council voting to approve creation of a Health In All Policies ad hoc subcommittee to examine how decision makers should approve public policy with consideration for health considerations. Watkins, the mother of two young children, said being a parent forces her to think about how the city&amp;rsquo;s actions have long-term impacts &amp;mdash; how they will help or hurt the next generations.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;My hope is the council is going to be able to come together in a way that is going to keep us in action &amp;mdash; balance that need for process and input with action at the same time,&amp;rdquo; Watkins said of her vision for leadership. &amp;ldquo;It&amp;rsquo;s tricky to do that.&amp;rdquo;&lt;br /&gt;
&lt;br /&gt;
Some of the immediate issues in need of attention that are facing the city, according to Watkins, include &amp;ldquo;hard conversations&amp;rdquo; on tenant protections and rent control, homelessness, environmental challenges and financially anticipating a recession. Watkins, however, said she hopes to get out of the business of the reactionary mode putting out fires in city government.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;There are huge issues that are impacting our cities and absolutely will need immediate addressing,&amp;rdquo; Watkins said. &amp;ldquo;It&amp;rsquo;s the balance of the immediate and sort of the short-term fixes, but also looking at that long-term lens of investment and where are we really on strategy and what are we trying to do.&amp;rdquo;&lt;br /&gt;
By day, Watkins works as a community organizer for the county education office, overseeing several programs for the student services division. Under Watkins watch are the office&amp;rsquo;s juvenile diversionary programs, tobacco use prevention and education support, a juvenile hall diploma program, involvement with a Childcare Master Plan effort and community outreach liaison.&lt;br /&gt;
&lt;br /&gt;
Watkins said she hopes to use her experience as an education community organizer in forging relationships outside the city to address local homelessness issues, &amp;ldquo;and foster relationships that are built on trust and are able to leverage resources and that make sense.&amp;rdquo;&lt;/span&gt;&lt;br /&gt;

These community discussions, focusing on legal and financial life events, will take place at various locations throughout the county. Legally Speaking is also intended to raise awareness about legal and professional resources available through the Santa Cruz County BAR Association, the Santa Cruz County Law Library, and the Santa Cruz County Court.



The February event covers Estate Planning and will be led by Emily Buchbinder. In this discussion, Emily will cover probate, trusts, and property taxes. Emily Buchbinder is an estate planning and tax attorney practicing in Santa Cruz. Her practice includes preparing Trusts, Wills, Powers of Attorney, and Advance Health Care Directives. In addition, she advises clients on various tax issues relating to estate planning and designs estate plans for individuals and couples with small, medium, and large estates. Emily also practices in the area of estate administration, probate, taxation, and business law. Emily is the Chairperson of the Santa Cruz County Bar Estate Planning Council. She serves on the Board of the Community Foundation of Santa Cruz County and the Santa Cruz Cancer Benefit Group. Prior to opening her own practice, she worked at the Grunsky Law Firm in Watsonville and for Deloitte Tax. Emily obtained her undergraduate degree from U.C. Berkley with Highest Honors, her Masters in Teaching at Brown University. She earned her law degree from Monterey College of Law, and her legal masters in taxation with High Honors from Golden Gate University.
