The Santa Cruz Area Chamber is continuing our Election Information Series this week with candidate statements for local, state, and congressional races. We have compiled our article from the Santa Cruz County Registrar of Voters' website. We have provided the candidate’s website link if it was included in the ballot statement. NOTE: The Santa Cruz Area Chamber of Commerce does not endorse individual candidates for county or city elected positions. The Chamber staff and board encourages all of our members to be active citizens of our region. Voting is not only a personal responsibility as a good citizen, it is central to our democracy. Please vote by mail or at your voting precinct on November 6. U.S. Representative Anna G. Eshoo Party preference: DEM Occupation: Member of Congress www.Annaeshoo4congress.com When a majority of Americans believe the next generation will have fewer opportunities than they have, we’ve got work to do. My goal is to restore confidence in our children’s future. The problem is too familiar: kids who grow up here find jobs, but they can’t afford homes close to them. We say we value education, but don’t take the steps necessary to make schools safer or higher education affordable. Congress can’t fix it all, but I’m doing my part to make progress. I organized the community and the FAA to reduce airplane noise, worked with FEMA to repair storm damaged roads and preserved the national monument status of treasured coastal lands. Quality of life matters. Nothing matters more than children’s safety. That’s why I voted to ban assault weapons, oppose bump stocks and support comprehensive background checks. Mental health screening is part of the solution, but arming teachers with guns is not. Affordable higher education creates more opportunity. I support no-interest government loans for college students and believe those carrying student loan debt should be able to refinance at no interest. Government shouldn’t profit from developing the nation’s talent. Immigrants make our nation stronger. Let’s establish paths to citizenship for “Dreamers” and reform our immigration system now. I’m committed to protecting Social Security, Medicare and affordable healthcare. Proud that Presidents Clinton, Bush and Obama signed 40 of my bills into law. I was raised in farmworker housing near Hollister, after my grandfather and mother immigrated from Mexico in search of a better life. Now my wife Christen and I are raising our daughter in the same town where I grew up. I’ve dedicated my career to giving back to my community. I’ve spent the past eight years on the San Benito County Board of Supervisors, working to ensure our area remains safe, affordable, and welcoming to everyone. I championed the construction of a new homeless resource center and shelter. I stood up to Big Oil and led the successful effort to ban fracking that threatened our drinking water. I led efforts to build affordable housing and reduce traffic congestion. I’m running for State Assembly to continue standing up for our Central Coast communities. As an educator, I understand the urgent need to invest in our public schools and community colleges. We must provide a safe and high quality education that can give every child the opportunity to succeed. Dan Rothwell Occupation: Retired College Teacher In recent years, the state legislature has created regulations that divert from the original Master Plan for community colleges in California; steadily removing “community” from community colleges, restricting access to courses especially in art and music, and reverting to an old junior college model. The value of lifelong learning has also been devalued. College boards must mount a serious campaign to reverse these trends. Affordability of a college education is also a critical issue that merits constant attention. My credentials for this position include: 47 years as a Communication Studies college professor; 30 years as chair of the Communication Studies department at Cabrillo College; 22 years on the Faculty Senate; 10 years on the College Planning Council; 10 years on the Cabrillo College Federation of Teachers Council. I am an award-winning teacher and textbook author. My service on the Santa Cruz Metro Transit Board provides insight into the importance of accessible transportation for Cabrillo College students. Unified/High School Districts Pajaro Valley Unified Daniel Dodge, Jr. Occupation: Clinical Technician/Parent No candidate statement filed. William “Willie” Yahiro Occupation: Incumbent I have served as a Trustee for Pajaro Valley Unified School District for 28 years. I have found that bringing history to decision making is important. I taught at Watsonville High School for 12 years and coached athletics during my tenure. Since that time, I have been a self-employed insurance agent serving our community. We have worked hard to bring the district to this point. There are still things that I’d like to get done. I’ve consistently championed raising academic achievement with 70% of students at Watsonville High going on to higher education. I’d like to see our vocational education and Career and Technical Education (CTE) continue to expand as a meaningful pathway to a successful career. I’d like to continue to work on improving facilities. Under my time on the board we have opened 17 new schools to reduce overcrowding and educate our children. The special thing about our district is the people. The staff, teachers, parents and students are resilient. Our job isn’t finished and that’s why I’d like to continue on the board. De Rose Occupation: Incumbent I am a parent of two PVUSD graduates, aunt of one elementary school student, former site council member, parent volunteer and incumbent. I work at Cabrillo College working with faculty and administration on serving incoming students in their pursuit of attaining a career that pays well. During my tenure serving as Trustee, I have helped to drive many changes that benefit our students and community. We have seen innovation and accountability leading to promising results. Through the passage of Measure L, a local school bond, we were able to address technology, safety issues and facilities needs that were in desperate need of attention. We have been able to increase our staff salaries while keeping the financial stability of the District intact. I am a team player and am known to reach out to colleagues on the Board and the community to invite opinions and feedback when facing tough decisions. I would appreciate your vote on November 6th. Jennifer Schacher Occupation: Mother/Educator/Businesswoman It’s finally time to bring new vibrant leadership to our local School Board. I’m an active Mom with two daughters at the beginning of their PVUSD K-12 educational journey. Leadership that works together with parents, teachers, staff, and community is essential for success. Preparing our children for a challenging future with a strong educational foundation is the goal. For student success, we need a new and welcoming Voice on our School Board who will actively listen and respect the input of parents and teachers in the decision-making process, I will be that Voice. Teaching for Watsonville Police Activities League (PAL), working with Junior Giants Program, and volunteering as room mom has demonstrated the importance of “hands-on” education. Bill Beecher Occupation: Retired Technical Manager I have been working with the PVUSD district for the past 11 years using my skills as a hi-tech manager at Hewlett-Packard and Fairchild Semiconductor. This includes finding other districts with much better academic performance, interviewing their Superintendents and reporting back to the School Board and Administration. With over 30 years in technical and business management, I am able to review in depth the budgets, to provide justifications, to motivate staff, and to make difficult decisions. In this regard, I was part of the 2010 Facilities Committee that determined what was needed for the Measure L Bond drive. Subsequently, I set up numerous phone banks in the Aptos area to help pass Measure L. Recently; I am the chair of the Citizens Oversight Committee for Measure L. I am endorsed by four of the current School Board trustees and two of the past senior administrators. They know me and my skills and what contributions I have made. Involved at both the school and district levels as the parent of a Latina teenage daughter attending our schools, I have the visibility, skill set and energy to improve our school system. Already, as a Santa Cruz Education Foundation leader, I was the reason for a $300,000 National Science Foundation Computer Science for ALL grant that will help prepare our students for the jobs of the future. Already, as a PTA leader, I was the reason for a National Center for Women in Technology, Girls in Technology program that partnered with UC Santa Cruz. As parent and volunteer, I have observed social-emotional stressors on our students: Gun violence, cyberbullying, social-media. I propose a Board Committee to research and implement innovative partnerships with county mental health, and to leverage grants for and an increase of social- emotional counseling support to our students. State-wide test scores in Santa Cruz City Schools have dropped continuously for the past 3 years, this trend is unacceptable and action must be taken. SCCS does NOT have a complete curriculum for Common Core standards which were established in 2012 by the California Department pf Education and this deficiency must be addressed. As a young faculty member (start:2015) at San Jose State University (chemistry), I advocate for K-12 education by partnering with science, technology, engineering, art and mathematics (STEAM) educators and have worked with SCCS and Santa Cruz Education Foundation to institute the Computer Science For All curriculum (National Science Foundation funding). My campaign focuses on: 1) having happy and productive students who are supported with social-emotional-identity(racial/sexual/immigration-status) services; 2) providing an advanced curriculum so students are prepared for a competitive academic/job environment; 3) insuring accountability at the Board level and the School District in fulfilling our obligation to insure that parents, their children and our teachers have a voice in OUR public schools. Scotts Valley Unified Corey Warner Occupation: Incumbent Hello, my name is Corey Warner and I am running for re-election to the Scotts Valley School Board. My wife and I have lived in Scotts Valley for over 15 years and both of us were born and raised in Santa Cruz. I am a dedicated father of three wonderful children – two in elementary school and one in middle school. I love spending time with my family in and around our amazing community. I have truly enjoyed serving our community for the past two years as a School Board member. My background as a Senior Procurement Specialist for a large electrical subcontractor company has allowed me to give valuable input as we continue to progress with the Middle School construction project. In addition, having children that currently attend elementary and middle school in our district gives me a unique perspective and important voice in our school board that no other candidate can provide. Jolissaint Occupation: Electrical Engineer I can bring personal experiences and a career of achievement in Silicon Valley to help bring excellence to our K-12 school systems. It did not start out that way for me. I started in a private progressive school. When my dad realized I did not know my ABCs, he moved me into a public school. I was embarrassed that I was going to repeat 2rd grade. My grandmother then spent the summer teaching me. I was then able to succeed during the 3rd grade. I felt so much better about myself and never fell behind again eventually completing my Doctorate at Stanford. As I worked in Silicon Valley start-ups, I was upset that California public schools slipped in achievement scores from the top to the bottom 20% of all states. I was disturbed when our country also slipped from top of the 35 industrialized nations in the world to 31. As parents in the Soquel Unified Elementary School District, we need to focus on a better life for our kids and a brighter future. My son Jack was raised in Capitola and graduated from Capitola Elementary and New Brighton Middle School. I am Soquel school board member, graduate of Leadership Santa Cruz County and the California School Board’s Masters in Governance program. Currently I am the Executive Director of the Profile Job Club, a networking group for local professionals. I serve as treasurer of Access2Employment, the job fair people. Carolyn Freedman Occupation: Community Volunteer I am running for the school board because I am passionate about ensuring an exceptional education for the students of our district. All of our children deserve an education that will prepare them to be lifelong learners and achieve their goals. I am the mother of three children who go to school in our district. When my oldest child entered Kindergarten in 2012, I started volunteering in his classroom. Since then, I have been providing mindfulness instruction in several classrooms and created a mindfulness curriculum for the teachers. With windfall reserves from the 2000 Waterman Gap sale gone, the Board made the difficult decision to raise rates to finance the necessary level of capital replacement. We have already started five pipeline replacement projects, three tank replacement projects, one booster pump upgrade, and a well replacement—in addition to repair of extensive storm damage. My participation in planning for a secure water future took a major step forward in 2016 when a committee was formed to create a state-mandated agency to address lowered groundwater levels and depleted streams. Soquel Creek Water Carla Christensen Occupation: Incumbent The Purisima and Aromas Red Sands Aquifers, our primary fresh water sources, face an enormous environmental challenge, seawater intrusion. The future of this groundwater supply depends on both conservation and developing additional water sources for District customers. Under strong leadership, we on the Soquel Creek Water Board have led the way in conservation through education, outreach, and rebates. We currently have about the lowest water per capita usage in California. Conservation has bought time, but the clock is ticking. In the coming months this Board will take action to develop additional water sources for our district. We will make important decisions about water transfers, water purification, stormwater recovery, and groundwater replenishment. Protecting our drinking water supply will require tough decisions and informed evaluation of options based on sound scientific information. Bruce Jaffe Occupation: Oceanographer/Water Official We are experiencing saltwater intrusion in our groundwater basins because of over pumping in the 1980s and 1990s that lowered groundwater levels below sea level. When I first asked for your vote, the Water District did not know that there was overpumping more than rainfall could replenish. I intend to keep our groundwater safe from saltwater intrusion, using all available water to do this including purified water, storm water and excess river water from the City of Santa Cruz. I’m uniquely suited to be a Director due to my education and experience. I’ve been a registered civil engineer for 34 years, with more than 20 years of experience in water and wastewater combined. My most recent experience was 14 years as the Sanitation Engineer for the County of Santa Cruz. I continue to work in the water and wastewater industry as a consultant and am knowledgeable about recent trends and funding options. As the Sanitation Engineer for the County of Santa Cruz, I was instrumental in the completion of a number of major county-wide sanitation projects, many of them were grant funded. I prepared fiscally responsible budgets for sewer services under my management. According to the Board of Supervisors, I exhibited a “pragmatic, tenacious, and proactive approach to addressing the needs of the County”. Gary Lindstrum Occupation: Retired Businessman I am a long time resident of Aptos for over 50 years. I want to be an advocate for rate payers and I am a concerned and informed citizen. I want to find other answers to the expensive Pure Water Soquel project. I along with others have shown that there are other answers and at a much less cost. The pipes are already in place and have been tested for water transfer. The transfer can be part of the long term answers to our shortage of water. The price tag of $90,000,000.00 to almost $200,000,000.00 is too big of a burden for the rate payers of our district and that of the city of Santa Cruz to be left with even if some grant money is obtained. There are alternatives to expensive recycled sewage at this point. I would appreciate your vote so we can work together to solve these problems in a sensible and affordable way. Nothing matters more than children’s safety. That’s why I voted to ban assault weapons, oppose bump stocks and support comprehensive background checks. Mental health screening is part of the solution, but arming teachers with guns is not. Affordable higher education creates more opportunity. I support no-interest government loans for college students and believe those carrying student loan debt should be able to refinance at no interest. Government shouldn’t profit from developing the nation’s talent. Immigrants make our nation stronger. Let’s establish paths to citizenship for “Dreamers” and reform our immigration system now. Thanks to high tech, agriculture, tourism and other industries in the private sector, we've enjoyed a strong economy. Yet this same majority political power block has squandered this economic power and we now have the highest levels of poverty and homelessness in the nation; ranked either the lowest or in the bottom 5 in virtually all education ratings, along with the lowest standard of living and now the highest taxes.

I’ve dedicated my career to giving back to my community. I’ve spent the past eight years on the San Benito County Board of Supervisors, working to ensure our area remains safe, affordable, and welcoming to everyone. I championed the construction of a new homeless resource center and shelter. I stood up to Big Oil and led the successful effort to ban fracking that threatened our drinking water. I led efforts to build affordable housing and reduce traffic congestion.

Dan Rothwell Occupation: Retired College Teacher In recent years, the state legislature has created regulations that divert from the original Master Plan for community colleges in California; steadily removing “community” from community colleges, restricting access to courses especially in art and music, and reverting to an old junior college model. The value of lifelong learning has also been devalued. College boards must mount a serious campaign to reverse these trends. Affordability of a college education is also a critical issue that merits constant attention.
My credentials for this position include: 47 years as a Communication Studies college professor; 30 years as chair of the Communication Studies department at Cabrillo College; 22 years on the Faculty Senate; 10 years on the College Planning Council; 10 years on the Cabrillo College Federation of Teachers Council. I taught at Watsonville High School for 12 years and coached athletics during my tenure. Since that time, I have been a self-employed insurance agent serving our community. We have worked hard to bring the district to this point. There are still things that I’d like to get done. I’ve consistently championed raising academic achievement with 70% of students at Watsonville High going on to higher education. I’d like to see our vocational education and Career and Technical Education (CTE) continue to expand as a meaningful pathway to a successful career. Bill Beecher Occupation: Retired Technical Manager I have been working with the PVUSD district for the past 11 years using my skills as a hi-tech manager at Hewlett-Packard and Fairchild Semiconductor. This includes finding other districts with much better academic performance, interviewing their Superintendents and reporting back to the School Board and Administration.
With over 30 years in technical and business management, I am able to review in depth the budgets, to provide justifications, to motivate staff, and to make difficult decisions. In this regard, I was part of the 2010 Facilities Committee that determined what was needed for the Measure L Bond drive. Subsequently, I set up numerous phone banks in the Aptos area to help pass Measure L. Recently; I am the chair of the Citizens Oversight Committee for Measure L.

Charles H. Jolissaint Occupation: Electrical Engineer I can bring personal experiences and a career of achievement in Silicon Valley to help bring excellence to our K-12 school systems. It did not start out that way for me. I started in a private progressive school. When my dad realized I did not know my ABCs, he moved me into a public school. I was embarrassed that I was going to repeat 2rd grade. My grandmother then spent the summer teaching me. I was then able to succeed during the 3rd grade. I felt so much better about myself and never fell behind again eventually completing my Doctorate at Stanford.
As I worked in Silicon Valley start-ups, I was upset that California public schools slipped in achievement scores from the top to the bottom 20% of all states. I was disturbed when our country also slipped from top of the 35 industrialized nations in the world to 31. As parents in the Soquel Unified Elementary School District, we need to focus on a better life for our kids and a brighter future. Phil Rodriguez Occupation: Incumbent I have lived in the Capitola - Soquel community for over 30 years. My son Jack was raised in Capitola and graduated from Capitola Elementary and New Brighton Middle School. Carolyn Freedman Occupation: Community Volunteer I am running for the school board because I am passionate about ensuring an exceptional education for the students of our district. All of our children deserve an education that will prepare them to be lifelong learners and achieve their goals.
I am the mother of three children who go to school in our district. When my oldest child entered Kindergarten in 2012, I started volunteering in his classroom. Since then, I have been providing mindfulness instruction in several classrooms and created a mindfulness curriculum for the teachers. I translated teacher newsletters into Spanish, led a school-wide monthly art program, organized after-school enrichment classes, supported fundraising activities, and have been a reliable member of the Home & School Club. I have had the opportunity to work with a diverse group of students, parents, teachers, and administrators. Through these experiences, I have gained an understanding of many issues that affect our schools and students.

Brian Phelps Occupation: Business Development Specialist www.vcr.sv.com Born and raised in Santa Cruz County, I have a deep understanding of our community. As a father of four children and two grandchildren, I have a passion for constant improvements of our schools. My roots in Soquel span three generations. My father attended Soquel Elementary School. Over the years I’ve worked closely with the teachers within the district and an active volunteer at many fundraising events. This makes it easy for me to create a healthy rapport and create a consensus when working with others. Orbrad Darbro Occupation: Retired Battalion Chief As a graduate from the fire protection technology program at Cabrillo College, I served 35 years as a devoted public servant, retiring in 2014 as a fire district battalion chief. For fourteen years, I was assigned to the FIRESCOPE Task Force, traveling extensively throughout the state representing Northern California fire districts.
I was fortunate to observe how emergency response agencies thrive from a collaborative labor/management relationship. I aspire to assist this relationship with a cooperative approach that positively benefits our community while maintaining a healthy, strong agency. Living in La Selva with my family as I do adds even more impetus for me to do my best as we love living there.
My background is based in emergency response and knowledge of statewide fire agency best practices, and management experience. I promise to support the fire chief, firefighters and staff along the agency’s ever-changing, future journey. My ultimate goal would be to promote our district’s overall mission statement including the strategy, vision and values of safety, readiness, service, leadership and, of course, work ethic. John Scanlon Occupation: Retired Battalion Chief I bring unique qualifications to the Aptos-La Selva Fire Board from my extensive experience in the fire service. As a retired Battalion Chief with thirty years of broad and increasingly responsible experience, including ten years as a Chief Officer, I established strong professional relationships built through years of involvement in committees and associations, including the County Training Officers Association and the County Overhead Support Team.

San Lorenzo Valley Water Gene Ratcliffe Occupation: Incumbent www.delivering4slvwd.org I became interested in water as a teenager during the ‘76-77 drought. That showed me that water is one of the most important issues in California. In our area, responsible management and long-range planning are critical because we are not connected to the state water system. We must be self-sufficient. Protecting our watershed and groundwater resources, and improving infrastructure are my highest priorities.
I have a BS in Geology from UCLA and an MS in Plant Science from Cornell. I have worked in commercial agriculture and habitat restoration; and as community college teacher in horticulture, integrated pest management, and soil science. I taught water conservation, water quality, and native plant landscaping for seven different water districts and the cooperative extension. I also served for more than a decade as a Planning Commissioner and Housing Advisory Committee member.
I recognize the central role water plays in our community and our economy. As a Director I will continue to make practical, responsible decisions on behalf of ratepayers to ensure the long-range health of the SLV Water District and our local water supply.

I’m currently the CFO of a Silicon Valley startup, with two degrees in engineering and an MBA. I’ve lived in Boulder Creek for 30 years, and I’ve served in a variety of volunteer roles for valley organizations. I joined the San Lorenzo Valley Water District as an unpaid volunteer on the Budget & Finance Committee in early 2016 and was appointed to the Board in June 2018 to fill a vacancy. With the Committee, I successfully led the effort to eliminate a Lompico surcharge in late 2017, saving Lompico customers $163,934, over $330 per household.
I've lived in Felton since 1999 with my wife, Jimanne, son Shayne, niece Hannah and our two terriers. As a former President of the Olympia Mutual Water Company, I helped initiate its consolidation into SLVWD in 2015. My regular job is finance manager for Hewlett Packard Enterprise where I help commercial and public-sector customers find funding for their technology-related projects.

Lois Henry Occupation: Retired CEO www.vote3ifyouagree.com I bring to the district my strong skills and career experience as a credit union CEO in financial oversight, budgets, taxes, business plans, and strategic planning. I made healthy reserves a priority, and in 2008 with the downturn in the economy, those reserves sustained the credit union. I used these skills to serve on a water board from 2008 to 2016, and in 2013 I was honored as Board President of the Year by the California Special District Association. I’ve had comprehensive training on the Brown Act, ethics, and board member duties.
For the past two years I’ve regularly attended San Lorenzo Valley Water District board meetings and many committee meetings. I believe it’s time to: restore trust and true transparency; respect ratepayers and listen to concerns; repair infrastructure; review rate increases/stabilization charges; resolve current litigation; reduce expenses and eliminate waste; evaluate our fire protection and hydrants; protect our water supply.

Charles “Chuck” Baughman Occupation: Incumbent www.delivering4slvwd.org I have bachelors degrees in math, chemistry, and physics. A resident of the San Lorenzo Valley since 2004, I started volunteering in habitat restoration at local parks in 2007, and donated mapping skills to recipients of SLVWD watershed education grants in 2011. While on the Board, I have worked hard on the two most important endeavors the water district has undertaken in a long time: effectively addressing deteriorated infrastructure and planning for a secure, resilient long-term water supply.
With windfall reserves from the 2000 Waterman Gap sale gone, the Board made the difficult decision to raise rates to finance the necessary level of capital replacement. We have already started five pipeline replacement projects, three tank replacement projects, one booster pump upgrade, and a well replacement—in addition to repair of extensive storm damage. My participation in planning for a secure water future took a major step forward in 2016 when a committee was formed to create a state-mandated agency to address lowered groundwater levels and depleted streams. I am now a director on, and the vice-chair of, that agency.

Wade Leishman Occupation: Appointed Incumbent Water is essential to life! Since being appointed in July 2017, I have been committed to providing direction and leadership supporting the vision and mission of the Scotts Valley Water District. I have the sincere desire to help manage, maintain, protect and sustain our vital water resources in hopes that my daughters may one day be able to raise their families in Scotts Valley, if they so choose.
My 20+ professional year career has been focused on corporate information technology management. There are obvious differences in delivering IT services and water to customers but I believe there are several areas of overlap that serve my role on the Board well; cultivating extraordinary teams, successful execution of complex projects and managing extensive capital and expense budgets.
Like many residents, I have several concerns over planned, proposed and rumored growth in Scotts Valley, including the impact to our precious and limited water resources. I want to help ensure growth in Scotts Valley is well planned and done responsibly to safeguard future water availability for generations to come. David T. “Dave” Hodgin Occupation: Professional Business Manager Dave Hodgin is a Certified Management Consultant with 40 years experience as a professional business advisor. He has served on the Scotts Valley Water District Board since 2003, 3 years as President. He graduated from the Special Districts Leadership Academy, currently serves as the Vice Chairman of the Central Coast Region for the Association of California Water Agencies and on the Executive Committee of the Joint Powers Insurance Authority that serves California’s water industry. He continues to learn about water issues and opportunities for Scotts Valley by regularly attending and participating in water education conferences and workshops.
There is nothing more important to our community than the availability and quality of our water. We can take pride in our well run water district; however we still battle issues with taste, availability and cost. Over drafting of the aquifers below our city has improved during Dave’s tenure but still needs constant attention.
Dave Hodgin brings the analytical talents of a graduate economist and professional consultant to the issues facing our water district; he is a major contributor in the continuing effort to make our district more efficient and to assure that long range planning protects our right to a high quality and adequate water supply.
William “Bill” Ekwall Occupation: Retired Firefighter/Paramedic I have the desire, time and interest to maintain and protect our most valued asset in Scotts Valley which is our water. I was born and raised in San Jose and moved to Scotts Valley in 1977. I have maintained a home here for 40 years. I am married and have 6 grandchildren. I graduated from Bellarmine HS in San Jose and received my A.A., Degree in Fire Science from San Jose City College. I also obtained a State Contractor’s License as well as a CA State Paramedic license. Currently I am retired with 30 plus years with the Santa Clara County Fire Dept. and currently the Vice President of the Retirees of said organization. Also, I am a member of the Santa Cruz Elks and The Moose Lodge. If I am elected, I will protect and serve our Water District and the interest of all customers now and in the future. Ruth Stiles Occupation: Incumbent It has been my privilege to serve our community on Scotts Valley Water District Board of Directors. I want to continue to ensure that we have an efficient, sustainable water supply, now and for decades to come.
We are in a crucial period, with new state-wide mandates requiring us to manage our water in new ways. Experience is critically important as we make decisions that will affect us far into the future. Carla Christensen Occupation: Incumbent The Purisima and Aromas Red Sands Aquifers, our primary fresh water sources, face an enormous environmental challenge, seawater intrusion. The future of this groundwater supply depends on both conservation and developing additional water sources for District customers.
Under strong leadership, we on the Soquel Creek Water Board have led the way in conservation through education, outreach, and rebates. We currently have about the lowest water per capita usage in California. Conservation has bought time, but the clock is ticking.
In the coming months this Board will take action to develop additional water sources for our district. We will make important decisions about water transfers, water purification, stormwater recovery, and groundwater replenishment. Protecting our drinking water supply will require tough decisions and informed evaluation of options based on sound scientific information.
As an environmental biologist and long time resident I will work with the Board and our community to enact informed, responsible, and scientifically based solutions to protect and maintain our most valuable resource, clean plentiful water, I pledge to protect our water for ourselves and for future generations. Bruce Jaffe Occupation: Oceanographer/Water Official We are experiencing saltwater intrusion in our groundwater basins because of over pumping in the 1980s and 1990s that lowered groundwater levels below sea level. My training as a water scientist serves you by identifying viable cost-effective solutions to our serious water shortage.
When I first asked for your vote, the Water District did not know that there was overpumping more than rainfall could replenish. I have helped define how much our water deficit is, so we can focus on conservation measures and alternative supplies such as water transfers and recycling that can deliver that amount of water yearly. As your Director, I have also decreased deadly contaminants such as Arsenic and Chromium 6 beyond the State minimum requirements.
I will use my technical expertise to develop new and creative approaches. Rachel Lather Occupation: Incumbent As a Director I have been working hard towards obtaining a long-term safe, sustainable water supply for Soquel Creek Water District. I intend to keep our groundwater safe from saltwater intrusion, using all available water to do this including purified water, storm water and excess river water from the City of Santa Cruz.
I’m uniquely suited to be a Director due to my education and experience. I’ve been a registered civil engineer for 34 years, with more than 20 years of experience in water and wastewater combined. My most recent experience was 14 years as the Sanitation Engineer for the County of Santa Cruz. I continue to work in the water and wastewater industry as a consultant and am knowledgeable about recent trends and funding options.
As the Sanitation Engineer for the County of Santa Cruz, I was instrumental in the completion of a number of major county-wide sanitation projects, many of them were grant funded. I prepared fiscally responsible budgets for sewer services under my management. According to the Board of Supervisors, I exhibited a “pragmatic, tenacious, and proactive approach to addressing the needs of the County”. I plan to continue to provide enthusiasm, energy, and fiscal responsibility as a member of the Soquel Creek Water District Board of Directors.
Gary Lindstrum Occupation: Retired Businessman I am a long time resident of Aptos for over 50 years. I want to be an advocate for rate payers and I am a concerned and informed citizen. I want to find other answers to the expensive Pure Water Soquel project. I along with others have shown that there are other answers and at a much less cost. The pipes are already in place and have been tested for water transfer. The transfer can be part of the long term answers to our shortage of water. The price tag of $90,000,000.00 to almost $200,000,000.00 is too big of a burden for the rate payers of our district and that of the city of Santa Cruz to be left with even if some grant money is obtained. There are alternatives to expensive recycled sewage at this point. I would appreciate your vote so we can work together to solve these problems in a sensible and affordable way.

Dick Starr Occupation: General Building Contractor I have deep roots in the Yacht Harbor, and great interest in its future for our children and grandchildren. My parents moved to 16th Ave. in 1957 when I was less than a year old. We had one of the first boats in the Yacht Harbor, and soon moved to the Seabright neighborhood. My father was a Port Commissioner when the North Harbor was designed and completed, so I grew up alongside the Harbor. I have watched the Yacht Harbor grow from a lagoon into a thriving fishing, recreation and vacation destination. I admire all that has been done over the years, and want to be part of the future of our city’s landmark.
I went to school at Del Mar and Gualt Elementary, Branciforte Junior High, and Harbor High. After graduating with a Business Degree from UC Davis, I returned to Santa Cruz and became a licensed General Building Contractor.
My wife and I attend the Aptos Foursquare Church. Having volunteered for church council, men’s groups and many other serving opportunities, I have learned how to focus on others’ wellbeing, and I truly want to serve our community.

Toby Goddard Occupation: Port Commissioner For the past 12 years, I have been honored to serve the public as a member of the Santa Cruz Port Commission. Santa Cruz Harbor is a self-sufficient public facility and vibrant economic and recreational resource for our community. Built in 1964, the harbor has grown to become a vital center of activity for mariners, fishermen, and the general public to be proud of and to enjoy.
Many significant improvements to the harbor have been realized in recent years. A new dredge has been acquired to maintain safe access to the waters of Monterey Bay. The Port District’s financial position has been strengthened through diligent business management and infrastructure planning. The harbor has earned recognition for transparency in local governance and promoting environmental stewardship.
I have the experience, leadership skills, and dedication to ensure this wonderful public facility will be functional, accessible, and financially secure for future generations. My qualifications include 12 years experience as Port Commissioner, 32 years of public service in local government, and 8 years in the private sector performing oceanographic research. Reed Geisreiter Occupation: Port Commissioner Since 2009, I have been honored to serve on the Santa Cruz Port Commission. The Santa Cruz Harbor is a lively place for boating, education, and numerous recreational activities. As the gateway to the Monterey Bay National Marine Sanctuary, it is an amazing environmental and maritime resource. Our commercial fishing fleet remind us daily of the legacy of the harbor that has endured for over 50 years.
I am proud of our recent accomplishments. As the harbor has completed recovery from the 2011 tsunami, we are now turning our attention to infrastructure projects to improve aging assets and modernize amenities for users. The financial health of the harbor has been strengthened with the funding of reserves which will allow the harbor the ability to weather future financial impacts.
