R.E.A.L. COALITION REGIONAL ECONOMIC ASSOCIATION LEADERS OF CALIFORNIA ECONOMIC COMPETITIVENESS ADDRESS CALIFORNIA'S HOUSING SHORTAGE: Three recently published reports by the non-partisan State Legislative Analyst's Office and a fourth by the Governor's Office of Housing & Community Development make it very clear that California's housing shortage is having huge detrimental impacts on our economy, our environment and our social fabric. Our unwillingness and inability to provide sufficient housing supply, particularly workforce housing threatens to derail our economic recovery. REFORM CEQA & CERTAIN TAX POLICIES: Reform state laws such as CEQA and certain tax policies that make the permitting and construction of new housing so difficult and expensive that only the most expensive product types make economic sense to build in the urban infill areas where we are supposed to be focusing growth. AFFORDABLE HOUSING FUNDING: Establish a stable source o f funding for affordable housing so we can more effectively and reliably leverage federal, state, local and private funds to reach regional a ffordability goals at all income levels. REMOVE CONSTRAINTS: Encourage local policies that remove unreasonable constraints and facilitate the permitting and construction of new housing at all levels of affordability. RHNA: Put real teeth in the RHNA process and allow the State to reward those communities that choose to meet their housing obligations. This can be done in many ways such as by directing transportation funding to the cities that build the most housing and by prudent amendments to the Housing Accountability Act. DELIVERING PERMITS: Allow for new delivery methods for affordable housing such as the ministerial permitting of Accessory Dwelling Units. EDUCATION & WORKFORCE EARLY CHILDHOOD EDUCATION: Advance access to and quality implementation of the early education investments to which California has committed. K-12 EDUCATION: Advocate for the adoption and quality implementation of policies that support all students' college and career readiness. POSTSECONDARY EDUCATION & WORKFORCE: Support policies for and funding to aid all students and employers in creating a globally competitive and inclusive workforce. TRANSPORTATION INFRASTRUCTURE Focus on maintaining and rehabilitating the current systems. Strong accountability and reform requirements to protect taxpayers' investment. WATER Innovation To Foster Better Water Management~ In meeting the needs of residents, businesses, and the environment, the state lacks a comprehensive and accurate way to assess the water use and supply under its management responsibility. In a state as large and complex as ours, this directly contributes to a failure to successfully manage our most precious resource. Providing a mixture of financing and Incentives to modernize water delivery systems and improve water management practices with better data and technology is critical.
